Norbert worked at Public Works for 20 plus years. He graduated from Old Sun College in 2004. He was also active in the cursillo movement and was also a Rector, made his Cursillo in 1987. He was also Chief of Tribal Police, Graduate of Drumheller High School, Hockey Coach for Gleichen Gunners and Siksika Shark's.

Norbert is predeceased by his Father, Wallace Bear Chief, Sr., (Step mother Theresa), Mother: Angeline Bear Chief, Grand parents: Walker and Martha Bear Chief, Philip & Ada Many Guns. Siblings: Terrance Bear Chief, Charlotte Bear Chief. Nephews: Allan McLeay. Nieces: Leslie Bear Chief, Chassidy Bear Chief, Sonja Many Guns, Kimberly Bear Chief. Uncles: Hector Winnipeg, Clement Bear Chief, Francis Bear Chief, Rex Many Guns, Rodger Many Guns, Terry Many Guns, Garry Many Guns. Son: Jordy Poor Eagle.
